Delhi Chief Minister Mr Arvind Kejriwal on Sunday said that his government will never leave the migrant workers to fend for themselves in the crisis unfolded in the wake of the fight against the COVID-19 pandemic. “The responsibility of migrant labourers living in Delhi is ours. We will ensure full care of them if they want to live here. In case they want to return to their homes, we will arrange for trains for them. We won’t leave them alone in such a crisis,” tweeted the Delhi CM in Hindi.
He further tweeted, “The Delhi government has ordered all the officials to ensure that no migrant labourer should face any problem. The government will arrange trains as many as needed for the stranded labourers.”
The government order noted, “Now, therefore, in the exercise of powers conferred under Section 22 of the Disaster Management Act, 2005 the undersigned in his capacity of as Chairperson, State Executive Committee, DDMA, GNCTD, hereby issues directions to Sh PK Gupta Pr Secretary (Social Welfare)/state nodal officer, Sh Muktesh Chander, Spl Commissioner of Police/ Nodal officer of Delhi police and all DMs & their counterpart District DCPs of Delhi that:
(a) It should be ensured that the migrant workers do not resort to walking on the road and on railway tracks.
“(b) In case they are found in such condition, they should appropriately be counselled, taken to nearby shelters and provided with food, water etc. Till such time they are facilitated to board the Shramik special trains or buses to their native places.
(c) There should be proper cooperation with the railways in running of more number of Shramik special trains so that travel of stranded migrant workers facilitated at a faster rate.
(d) All Shramik special trains should be received without any hindrance and facilitate faster movement or stranded migrant workers to their native places.”

Deputy Chief Minister of Delhi Mr Manish Sisodia on Sunday asserted that over 25 trains and a large number of buses have carried over 35,000 migrant labourers to their home states and today 8 Shramik Special trains will carry around 12,000 migrant labourers to their homes states.
“Already, over 25 trains and a large number of buses have carried over 35000 people to various destination States. Today 8 Shramik Special trains will carry around 12,000 migrant labourers to their homes states,” tweeted the Deputy CM.

Mr Sisodia further tweeted, “To get into these trains, first registration has to be done. I am giving the link of registration below. Without registration, no one will be allowed to board the train. https://epass.jantasamvad.org/train/passenger/.”
The Deputy Chief Minister of Delhi on Sunday visited some of the shelters where the Delhi government has arranged stay, food and medical check-up of the migrant labourers. “Most of these labourers came to Delhi 2-6 months back for jobs. They all were working but the lockdown has devastated their life. When I asked them when will they return they told me that they will return after the lockdown is removed,” tweeted Mr Sisodia.
The Delhi government is making all requisite arrangements for facilitating the movement of stranded migrants to their home states through Shramik Special Trains in coordination with the Indian railways as well as by buses in coordination with their respective states.
The Delhi govt is also assessing the requirement of additional trains for facilitating early and smooth movement of stranded persons including migrant labour to their home states.
Delhi Government is committed to making all necessary arrangements to ensure that every migrant stranded in Delhi reaches his/her home at the earliest. All migrants stranded in Delhi, who wish to depart through Shramik special trains/buses, may apply on https://epass.jantasamvad.org/train/passenger/ so that proper planning for their movement can be done. Once it is applied, they would be informed via SMS on their registered mobile number, by the Government of Delhi about the details of trains/ buses & their respective departure timings.
Delhi Government has also requested the migrants stranded in Delhi not to try to visit any Railway Station without getting intimation from the Government Authorities. Further, it is also advised that migrant labourers should not venture out or walk on the roads or on railway tracks which may endanger their lives as all arrangements for their transportation by trains/buses are being planned. The Delhi government is hopeful to facilitate the movement of all the stranded persons within the next fortnight.
