New Delhi: Addressing a digital press conference on Sunday, CM Arvind Kejriwal specified various activities that will be allowed in the third phase (2 weeks extension period) of the lockdown, as under the central government guidelines. Various activities such as standalone shops, shops in the neighborhood and residential complexes (essential and non-essential items), and the movement of people for essential services will be allowed. Government offices with essential services and non-essential services will also remain open with different manpower deployment. CM Kejriwal also said that Delhi is fully ready for the lockdown to be lifted, and has requested the central government to lift the lockdown other than the 97 containment zones. 

CM Arvind Kejriwal said, “Today is the last day of the second phase of the nation-wide lockdown. And the lockdown has been extended for the next 2 weeks but along with the lifting of some restrictions. The Delhi government has deliberated on this, and we have decided that we will permit the lifting of all the restrictions as decided by the central government. Formal orders on behalf of the Delhi government will also be issued for intimation on what activities should be allowed in which zones.”

CM Arvind Kejriwal said that the lockdown that was implemented on 23rd March by the central government was necessary, and if the lockdown had not been done, the situation could have taken a drastic turn. “The country was not ready to deal with COVID, there were insufficient PPE kits, people did not realize the importance of social distancing protocol. Delhi is ready to open the lockdown. The whole of Delhi is in the red zone. All the guidelines have been followed until now, but because the whole of Delhi is in the red zone, people are losing their employment, traders are suffering losses because of no businesses, and the whole economy is disturbed. We will not be able to continue this for long because of no revenue generation due to the lockdown. Every year in April, the estimated revenue generation is 3500 crores, and this year, it is just 300 crores. It is making difficult for the government to pay salaries,” he added. 
CM Kejriwal said, “The lockdown period should have been used to prepare ourselves for the fight against Corona. We cannot say that Corona will leave our nation or we will have no Corona cases further. We will have to live with it, but along with preparing to deal with it. Delhi is ready to face Corona, we have developed adequate infrastructure and have necessary PPE kits now, hospitals. We have suggested the central government to seal 97 containment zones in Delhi and declare all the other parts of Delhi as green zones. We can also operate shops in those green zones on an Odd-Even basis. We hope that markets will start operating soon in Delhi. It may cause a rise in the number of cases, but we are ready to deal with the situation. We have two motives behind lifting the lockdown, to contain the spread of Corona through rapid testing, and to prevent deaths caused by Corona.”
